SnapPlan: Fix large model time handling issue

Recently, we’ve found that some users speak directly to SnapPlan with commands that include relative times—such as “schedule a meeting at 9 a.m. tomorrow.” Different large models handle time differently, which can lead to significant discrepancies in the results.
So, in the new version I will explicitly specify the time in the parameters. And considering internationalization, we will also determine the exact date for “today” based on the user’s time zone.
